L’intervento di ANFE sulla presidente europea Von der Leyen’s

 In gran parte del mondo i paesi sono colpiti dal Coronavirus e tra questi anche l’Australia dove vivono più di tre milioni di cittadini provenienti da diversi paesi europei. La lettera di ANFE per avere un supporto dalla Ue per i cittadini europei in Australia con visto temporaneo

Pregiata presidente, cara signora Von der Leyen

ANFE è un’associazione italiana senza scopo di lucro nata nel 1947 con l’obiettivo di supportare gli espatriati italiani nel Mondo.

Il Covid-19 si sta diffondendo in tutto il mondo. Più di 1,1 milioni di persone si sono ammalate e

circa 80.000 sono morti di coronavirus dall’inizio di gennaio. In gran parte del mondo

i paesi sono colpiti dal Coronavirus e tra questi anche l’Australia dove vivono più di tre

milioni di cittadini provenienti da diversi paesi europei. A causa del coronavirus, il paese ha vincoli finanziari e pochi giorni fa il Primo ministro australiano ha annunciato: “chi non ha la capacità economica di resistere nei prossimi cinque mesi deve lasciare il territorio australiano “. La maggior parte dei 200.000 cittadini europei che vivono lì possono avere un “visto temporaneo”, che non fornisce loro alcuna sicurezza e assistenza sociale ai sensi del “Lockdown”. Questo purtroppo significa che tutte queste persone sono bloccate lì, senza accesso a assistenza sanitaria e non possono lasciare il paese a causa della chiusura del traffico civile / aereo. Come durante l’intera crisi COVID19, le singole nazioni europee hanno agito autonomamente nei loro confronti di residenti all’estero, l’UE non ha mai avuto l’opportunità di intervenire pubblicamente, anche se incoerenze e assoluta mancanza di cooperazione attiva per il rimpatrio dei cittadini che ne avevano bisogno. Situazione in particolare aggravata dalla chiusura degli “spazi marittimi / dello spazio aereo”. Vogliamo specificare che nel caso degli oltre 200.000 cittadini europei con visti temporanei, è necessaria una chiara manifestazione ufficiale di interesse diretto da parte dell’Unione europea.

Poiché i singoli Stati hanno già lavorato per ottenere garanzie di permanenza per i loro rispettivi cittadini, ma purtroppo non hanno ottenuto nessun contributo previdenziale per il periodo “non lavorativo” al quale i lavoratori saranno soggetti.

Considerando che le istituzioni nazionali europee hanno già interagito con il governo australiano senza risultati rilevanti, crediamo che una voce di apertura ad un maggiore dialogo dovrebbe raggiungere le autorità australiane.

Presidente Von der Leyen, Le chiediamo gentilmente di intervenire personalmente sul

Governo australiano, al fine di chiarire che le oltre 200.000 persone (lavoratori temporanei e loro

famiglie) godono della vicinanza delle istituzioni europee, in quanto cittadini dell’Unione europea. Ma

e allo stesso tempo devono essere molto fiduciosi nella gestione australiana della Covid19

emergenza e rispettosi dello “stato di emergenza e la conseguente legislazione” locale.

Sebbene ci sia chi non è in grado di tornare in Europa, sia a causa delle particolari condizioni di mancanza temporanea di lavoro, l’Unione europea è vicina ai suoi cittadini e li invita a collaborare attivamente con il Governo australiano.

Il periodo di crisi passerà presto e verrà il momento di ricominciare a lavorare secondo necessità. Abbiamo fiducia che sarà possibile  tornare al lavoro in breve tempo, insieme all’estensione del “visto temporaneo”

dissipare qualsiasi altra ripercussione sociale negativa.

Solidarietà e cooperazione sono sempre stati i valori fondamentali della missione ANFE e lo sono anche

i pilastri dell’azione europea con i paesi terzi.

Ora è tempo di agire e di reagire ed è tempo di dimostrare che l’Europa non dimentica i suoi cittadini, anche se lavorano al di fuori dell’UE, e questo è il motivo per cui la mia associazione chiede aiuto.

ANFE’s speech on European President Von der Leyen’s

In most parts of the world countries are affected by Coronavirus and among them also Australia where more than three million citizens from different European countries live. ANFE’s letter for EU support for European citizens in Australia with a temporary visa

Highly esteemed President, Dear Mrs. Von der Leyen’s

ANFE is an Italian no profit Association born in 1947 with the aim to support Italians expatriates in the World. The Covid-19 is spreading across the world. More than 1.1 million people have been sickened and about more than 80,000 have died of the coronavirus since the start of January. Most of the world countries are affected by Coronavirus and among these also Australia where live more than three millions citizens from several European countries. Because of coronavirus, the country has financial constraints and few days ago the Australian Prime Minister announced: “who does not have the economic capacity to withstand the next five months on their own, must leave the Australian territory”. Most part of the 200.000 European citizens who live there having a “temporary visa”, which doesn’t provide them any security and social assistance under “Lockdown” This unfortunately means that all these people are blocked there, without access to healthcare and they cannot leave the countries because the closure of air/maritime civil traffic. As during the entire COVID19 crisis the individual European nations acted autonomously towards their residents abroad, the EU never had the opportunity to intervene publicly, even if inconsistencies and absolute lack of active cooperation for the repatriation of citizens who needed it. Situation particularly aggravated by the closure of the “Maritime/airspace spaces”. Specifying that in the case of the more than 200,000 European citizens with temporary visas, to whom we have mentioned, a clear official manifestation of direct interest by the European Union is necessary. As the individual mother’s States have already worked to obtain guarantees of permanence for their respective citizens, but unfortunately no welfare contributions for the “non-work” period to which workers will be subject.

Considering that the European national institutions have already interacted with the Australian Government Authorities, with no principal results, we believe that a voice of openness to greater dialogue should reach the Australian authorities. Her President Von der Leyen’s, we are kindly asking you to intervene personally by the Australian Government, in order to clarify that the more than 200,000 people (temporary workers and their families) enjoy the proximity from the European institutions, as citizens of the European Union. But and at the same time they have to be very confident in the Australian management of the Covid19 emergency and respectfully of the local “emergency status and consequent legislation”. Although unable both to return to Europe, and due to the particular conditions of temporary lack of work, the European Union is close to its citizens and invites them to actively collaborate with the Australian Government. The period of crisis will pass soon and time will come to start working again as needed. Confidence in being able to return to work in a short time, together with the extension of the “Temporary Visa” will dispel any other negative social repercussions. Solidarity and cooperation are always been the fundamental values of ANFE mission and they also are the pillars of the European action with third countries. Now it is time to act and to react and it is time to show that Europe does not forget its citizens even if they mauve to work outside the EU, and this is the reason why my association call for your help.
