Italia – Cina: quale integrazione? 

Insieme all’app WeChat, utilizzata da qualsiasi cinese perché le chat straniere sono tutte censurate, l’intero pacchetto mediatico, totalmente controllato dal partito, ha “il dovere e la missione” di trasmettere solo ed esclusivamente notizie di stato e relativa propaganda.

Qualunque cosa dica la propaganda storica cinese sulla continuità culturale e l’antichità, il libello “l’arte della guerra” che conosciamo attualmente risale a soli duecento anni, quando la Cina era sotto la dominazione manciù e i maschi cinesi erano persino obbligati a indossare la treccia manciù. L’ultimo capitolo mette in evidenza come i capi illuminati si distinguano dagli altri per il dono della lungimiranza che deriva non dall’abilità divina, ma dall’uso delle persone. L’ultimo capitolo è infatti dedicato alle spie, di cui ne vengono elencati cinque tipi: spie autoctone, infiltrati interni, doppi agenti, spie condannate a morte, spie destinate a vivere. 

Perché questa introduzione? Se pensiamo alla diaspora cinese, questo rischio di spionaggio è da tempo evidenziato, soprattutto negli USA, e sono stati accertati casi di cinesi residenti negli USA per vari motivi ufficiali. Oppure si pensi all’arresto del nanoscienziato Charles Lieber, direttore del Dipartimento di Chimica e Biologia Chimica dell’Università di Harvard, e che presto sarà processato. In poche parole è accusato di aver ricevuto fondi molto significativi dal governo cinese – nell’ordine di milioni di dollari – senza aver dichiarato con chiarezza ufficialmente il rapporto che lo lega alla Cina. Tuttavia, restando sul tema della diaspora cinese, è ormai un dato di fatto che quasi tutti i media in lingua cinese all’estero sono controllati dal governo della Repubblica popolare. 

Insieme all’app WeChat, utilizzata soprattutto da qualsiasi cinese perché le chat straniere sono tutte censurate da anni, l’intero pacchetto mediatico, totalmente controllato dal partito, ha “il dovere e la missione” di trasmettere solo ed esclusivamente notizie di stato e relativa propaganda. In Australia, il 60% di chi legge notizie cinesi utilizza WeChat, a cui fanno affidamento sempre più giornali cinesi. Ovviamente le notizie sgradite al governo vengono censurate. Per esempio. lo scorso dicembre, un discorso del primo ministro australiano, Scott Morrison, è stato cancellato perché parlava del suo Paese come di un “paese libero, democratico, liberale”. Stava criticando il post di un diplomatico cinese su Twitter (censurato in Cina) con un’immagine falsa di un soldato australiano che uccide un bambino afghano. WeChat ha giustificato la rimozione del messaggio di Morrison, dicendo che ha usato “parole fuorvianti” per “distorcere gli eventi storici e ingannare il pubblico”. 

È noto che dei milioni di emigrati nati in Cina e di quelli che sono all’estero per motivi di studio, il partito non vuole che gli voltino le spalle, soprattutto per il timore che le idee liberali e democratiche insieme alle multifonti di informazione e i rapporti influenzeranno i parenti e gli amici che rimangono in Cina. Allo stesso tempo, il regime ha un forte potere di ricatto degli emigranti proprio nei confronti dei membri del clan familiare che vivono nella madrepatria. Detto questo, in anni che vedono i paesi europei alle elezioni sia nazionali che locali, è impossibile non mettere in luce un candidato di origine cinese al consiglio comunale della capitale d’Italia. Impossibile pensare che non abbia rapporti con l’ambasciata cinese a Roma. Partendo dal presupposto che sia una persona buona e onesta che crede nell’Italia come proprio Paese, e che ha la preparazione professionale per interagire in una città così importante, antica e complessa, è forse possibile pensare che tutto quanto scritto sopra possa assolutamente non essere vero per lei?

Whatever the Chinese historical propaganda on cultural continuity and antiquity says, the libellus ‘the Art of War’ we currently know dates back to just  two hundred years, when China was under Manchu domination and Chinese males were even obliged to wear the Manchu braid. The last chapter highlights how the enlightened leaders are distinguished from others by the gift of foresight that comes not by divine skill, but from the use of people. The last chapter is in-fact dedicated to spies, of which five types are listed: native spies, internal infiltrators, double agents, spies doomed to death, spies destined to live. 

Why this introduction? If we think of the Chinese diaspora, this risk of espionage has been highlighted for some time, especially in the USA, and there have been proven cases of Chinese residing in the USA for various official reasons. Or otherwise think of the arrest of nanoscientist Charles Lieber, director of the Department of Chemistry and Chemical Biology at Harvard University, and who shall soon go on trial. In a nutshell he is accused of having received very significant funds from the Chinese government – in the order of millions of dollars – without having clearly officially declared the relationship that binds him to China. However, staying with the Chinese diaspora topic, it is now a fact that almost all Chinese-language media abroad are controlled by the government of the People’s Republic and. 

Together with the WeChat app, paramountly used by any Chinese because the foreign chats have been all censored for years, the whole media pack, totally controlled by the party, has “the duty and the mission” to transmit only and solely state news and the related propaganda. In Australia, 60% of those who read Chinese news use WeChat, which more and more Chinese newspapers rely on. Of course, news unwelcome to the government is censored. E.g. last December, a speech by the Australian Prime Minister, Scott Morrison, was canceled because he spoke of his country as a “free, democratic, liberal country”. He was criticizing a Chinese diplomat’s post on Twitter (censored in China) with a fake image of an Australian soldier killing an Afghan child. WeChat justified the removal of Morrison’s message, saying that he used “misleading words” to “distort historical events and deceive the public”. 

It is known that of the millions of emigrants born in China and of those who are abroad for study, the party does not want them to turn their backs on them, especially for the fear that liberal and democratic ideas together with multi-sources of information and reports will influence relatives and friends who remain in China. At the same time, the regime has a strong power to blackmail emigrants precisely in relation to members of the family clan who live in the motherland. That said, in years that see European countries under both national and local elections, it is impossible to avoid highlighting a candidate of Chinese origin for the city council of the capital of Italy. Impossible to think that she has no relations with the Chinese embassy in Rome. Assuming that she is a good and honest person who believes in Italy as her own country, and who has the professional preparation to interact in such an important, ancient and complex city, is it perhaps possible to think that everything written above may absolutely not be true to her?
