Una sfida alla politica italiana

Subito dopo il voto di fiducia alle Camere dopo il giuramento del governo Conte, diamo un’occhiata al futuro dei rapporti tra il Bel Paese e gli italiani all’estero.

Non sappiamo ancora con precisione i programmi dei rispettivi ministri verso i nostri parenti e amici all’estero, ma facciamo qualche considerazione ai mezzi che dovrebbero tenere aperti i legami tra le comunità italiane in tutti i continenti e l’Italia.

Infine, vogliamo lanciare una sfida alla politica italiana, una di grande valore e non solo simbolico.

Dobbiamo precisare che queste considerazioni non si limitano al governo nazionale, ma il ruolo effettivo e vero del CGIE (Consiglio Generale degli Italiani all’Estero) e i Comites (Comitati deli Italiani all’Estero) con il paese madre e le loro comunità in giro per il mondo.

Rappresentanza

C’è un aspetto che dobbiamo tenere in mente quando parliamo di questi enti. Con la presenza di dodici deputati e sei senatori eletti dalle comunità italiane nelle quattro circoscrizioni estere, il ruolo di “rappresentanza” ufficiale delle comunità non è più del CGIE e, tramite esso dei Comites, ma dei parlamentari.

Benché potessero svolgere un ruolo supplementare per aiutare i parlamentari a tenere contatti con i loro costituenti, effettivamente questi gruppi non hanno più un ruolo attivo e fondamentale con legame tra le comunità italiane e il sistema governativo italiano.

Per questo motivo dobbiamo chiederci se eleggere tutti i componenti di questi enti sia davvero il modo più efficace per dare a loro un ruolo attivo e permanente nel futuro.

Ruoli

Se il ruolo di questi corpi non è più quella di rappresentaza totale, che ruolo possono e devono svolgere nel futuro?

Senza dubbio il ruolo potenzialmente più importante per questi gruppi è quello di promuovere scambi di ogni genere tra l’Italia e i paesi di residenza degli emigrati italiani e i loro discendenti. Sono belle parole, ma hanno solo un senso se le attività dei membri di queste organizzazioni guardano oltre le cerimonie ufficiali e feste nazionali o quelle dei circoli italiani presenti in tutti i territori. Questro può solo accadere quando le promozioni daranno un ritorno vero e non solo in parole.

Gli scambi tra paesi sono di molti tipi e alcuni hanno bisogno di qualifiche, esperienze e capacità specifiche per ciascuno di loro.

Indubbiamente quello più importante per mantenere l’identità di italiani e di discendenza italiana è la Cultura. Non basta ripetere all’infinito, come abbiamo il vizio di fare, che abbiamo il Patrimonio culturale più grande del mondo. Dobbiamo insegnare questo patromonio a tutti, a partire dai figli e i nipoti degli emigrati e dimostrare a chi non lo sa, particolarmente ai non italiani, quel che si nasconde nel paese a forma di stivale.

Quindi il CGIE e i Comites in particolare devono avere componenti con le capacità di poter organizzare manifestazioni, oppure di incoraggiare altri a farle, che mettono in mostra quelle bellezze italiane che fin troppo spesso sono sconosciute all’estero. Come, ovviamente la promozione di ogni aspetto della nostra Cultura. Ma questo ruolo non si svolge solo all’estero, ma anche lavorando insieme agli enti in Italia che hanno questo compito.

Lingua Italiana

Manifestazioni come gli Stati Generali della Lingua Italiana che dovrebbero tenersi a Firenze in ottobre dovrebbero avere un contributo fondamentale, permanente e attivo di esperti dell’insegnamento della lingua italiana, della promozione della nostra Cultura in tutti i paesi dove ci sono importanti comunità italiane. Solo così potremmo iniziare a programmare in modo efficace l’insegnamento della nostra lingua che è il primo e imprescendibile passo per la promozione vera della nostra Cultura.

Nei primi due Stati Generali nel 2014 e il 2016 non si è visto un ruolo attivo dei gruppi dall’estero e i discorsi e programmi di intenzioni sono stati presentati da persone in Italia che non hanno una vasta esperienza pratica e diretta all’estero.

In effetti, questo discorso vale anche per gli altri scambi di tipo commerciali, industriali, ecc, tra l’Italia e i paesi di residenza degli emigrati.

Dunque i componenti dei CGIE e Comites devono essere scelti non in base ai voti, ma in base a curriculum e esperienze vere dei vari campi di promozione che questi enti intendono svolgere negli anni dei loro mandati.

In riconoscimento del loro ruolo originale, i Comites devono avere una parte del comitato eletto dai concittadini nella loro zona consolare, ma, se davvero teniamo agli scambi e contatti tra queste zone e l’Italia nel futuro non possiamo continuare sceglierli solo in base a voti che spesso purtroppo, non sono altissimi.

Oriundi

Inoltre,dobbiamo anche tenere presente che ormai queste counità sono entrate nelle quarte, quinte e anche oltre generazioni e allora non possiamo dire che un comitato di “rappresantanza” composta di solo prima (la maggior parte) e seconda generazione siano davvero l’espressione delle composizione delle comunità?

Qualcuno si lamenterà della riduzione dei componenti eletti a questi gruppi e fino un certo punto possiamo condividere questo dubbio, ma passiamo davvero dire che, fino ad ora, il ruolo del CGIE e dei Comites sia stato davvero attivo nel promuovere iniziative tra i due paesi?

Capo futuro?

Se vogliamo attrarre sempre di più persone con capacità pratiche importanti nel futuro il CGIE e il Comites devono avere un riconoscimento importante. In fonodo, questi gruppi dovrebbero essere il simbolo della volontà degli italiani all’estero di aiutare il loro paese d’origine, come hanno sempre fatto, anche dopo disastri come i terremoti, ma anche il riconoscimento ufficiale della volontà di dare valore ai contributi di questi gruppi al Bel Paese.

Questo riconoscimento non deve e non può venire solo da onoreficenze a individui, chiuque siano, bensì devono essere a livello nazionale.

Per questo motivo vogliamo fare una proposta tanto seria quanto audace. L’unico modo vero per dimostrare in Italia e all’estero l’importanza dei rapporti tra l’Italia e i nostri connazionali all’estero e i loro discendenti è che il CGIE e Comites non facciano più capo all Farnesina, il Ministero degli Affari Esteri, bensì al Quirinale e dunque al Presidente della Repubblica.

Questo passo sarebbe il riconoscimento più importante e prestigioso del ruolo che le decine di milioni di emigrati e i loro discendenti nella Storia e lo sviluppo non solo d’Italia, ma anche dei loro rispettivi paesi di residenza.

I nostri politici, e non mi riferisco ai 10 parlamentari eletti all’estero, ma al nuovo governo e i quasi mille parlamentari della nuova Legislatura sono capaci di fare un passo del genere?

A challenge to Italian politics

As we wait for the first moves of the new Conte government in Italy towards Italians overseas, citizens and non citizens, let us consider the future of the relationship between Italy and the Italian communities in all the continents.

In fact, we intend launching a challenge to Italian politics, both to the government benches in parliament and the opposition, to finally give an active, valuable and not merely symbolic role to our relatives and friends overseas.

We must point out that these considerations are not limited only to the effective and real role on the future of the CGIE (Consiglio Generale degli Italiani all’Estero, General Council of Italians Overseas) and the Comites (Comitati deli Italiani all’Estero, Committees of Italians Overseas) with the mother country and her communities around the world. Even if they will not be specifically named in the article, these considerations are just as valid for the consultori , the overseas representatives of the Italian Regions.

Representation

There is one aspect we must bear in mind when we talk about these bodies. With the presence of twelve Deputies and six Senators voted by Italians in the four overseas electorates, the role of official “representation” of these communities no longer belongs to the CGIE, and through it the Comites, but to the twelve parliamentarians.

Although they could carry out a supplementary role in assisting the parliamentarians to keep in contact with their electors, effectively these groups no longer have an active and essential role as a link between the Italian communities and the Italian “system”.

For this reason we must ask ourselves if voting fot the members of these bodies is truly the most efficient way to give them an active and permanent role in the future.

What roles?

If the role of CGIE and the Comites is no longer that of representation, what roles can and should they carry out in the future?

Undoubtedly the most important role for these groups is that of promoting exchanges of every type between Italy and the countries of residence of Italian migrants and their descendents.

These are beautiful words but they only make sense if these organizations’ activities go beyond the official ceremonies and national holidays or those of the Italian clubs in all the countries. This will only happen when the promotions give back a true return, and not just in words, to Italy, the communities themselves and their respective countries of residence.

There are many types of exchanges and they need qualifications, experience and skills specific to each one. It is not enough to know some words of Italian and a basic knowledge of the Italian “system”. The members of these bodies must have qualifications, experience and skills in the respective systems of government and industry in order to give an effective contribution to any type of exchange between countries.

Without a doubt Culture is the most important aspect for maintaining the identity of Italians and those of Italian descent. It is not enough to repeat endlessly, as is our habit, that we have the world’s greatest Cultural heritage. We must teach this heritage to everybody, beginning with the children and grandchildren of migrants and show those who do not know, especially non Italians, what is hidden within the country in the shape of a boot.

Therefore, CGIE and especially Comites must have members with the skills to organize events or to encourage others to do them, which put on display the beauties of Italy which all too often are unknown outside the country. Obviously this applies to the promotion of every aspect of our Culture. However, this role cannot be carried out exclusively overseas but also working together with bodies in Italy which have the same role.

Italian language

Events such as the Stati Generali della Lingua Italiana (Estates General of the Italian Language), the next one of which should be held in Florence in October, should have the essential, permanent and active contribution of experts of the teaching of Italian and the promotion of our Culture in all the countries where there are important Italian communities. Only in this way will we be able to efficiently programme the teaching of our language which is the first and essential step towards true promotion of our Culture.

In the first two estates General in 2014 and 2016 there was no sign of an active and important role of groups from overseas and programmes of intentions were presented by people based in Italy who did not have vast direct and practical experience overseas.

Effectively this argument also applies to other exchanges such as commercial, industrial,, etc., between Italy and the countries or residence of Italian migrants.

Therefore, the members of CGIE and Comites must not be chosen according to votes, but on the basis of their curricula vitae and true experience on the fields of promotion that these bodies intend carrying out in the years of their mandates. Naturally, these members must have good knowledge of the systems of both countries.

In recognition of its original role, some of the members of the Comites must be elected by the citizens of their areas of responsibility but, if we truly care about exchanges between the communities, their countries and Italy in the future, we cannot continue to elect them only on the basis of votes which, sadly, are often not high.

In addition, the CGIE and the Comites must be able to act as consultants for those who wish to trade between countries. In theory, such assistance should come from the various Italian Chambers of Commerce but they do not exist in very city and not all of them have the capacity to carry out this role. This alone would be of great assistance to those who wish to sell overseas and also to those overseas who wish to sell their products and services in Italy.

Descendents

Finally, we must also be aware that many communities are now in their fourth, fifth and greater generations. For this reason, how can we say that a “representative” committee made up of only the first (the greater part) and second generations are truly representative of the composition of these communities?

Some will complain about the reduction in the number of elected members of these groups and, up to a point, we share this doubt, but can we truly say that, up till now, the CGIE and Comites have really been efficient in promoting such initiatives between the two countries?

Challenge

If, in the future, we truly want people with important practical skills, the CGIE and Comites their recognition must be just as important.

Deep down, these groups must be the symbol of the will of Italians overseas to help their country of origin as they have always done, such as after earthquakes, but also official recognition of the contribution of these groups to Italy.

This recognition must not and cannot come from awards and decorations to individuals, no matter who they are, but this must be done at a national level. Without taking anything away from individuals, the true strength of these exchanges comes from the communities which last many generations.

Fot this reason we want to make a proposal that is as serious as it is daring and this is the challenge we make to Italian politics.

The only real way to demonstrate at home and overseas the importance of the relationship between Italy and our fellow Italians overseas and their descendents is that the CGIE and Comites no longer be under the banner of the Farnesina, Italy’s Foreign Ministry, but under the Quirinale and therefore Italy’s President.

This passage would be the most important and prestigious recognition of the role of tens of millions of migrants and their descendents in the History and development not only of Italy but also of their countries of residence.

Are our politicians, and I do not refer only to the 18 parliamentarians elected overseas but to the new government and the nearly thousand parliamentarians of the new Legislature capable of taking such a step?
