Talenti per il Sud

La sfida ambiziosa lanciata dal Ministro per il Sud e la coesione sociale, Giuseppe Provenzano, alle migliaia di competenze meridionali oggi presenti e radicate in tutto il mondo.

Una “Rete di Talenti per il Sud” per aiutare l’Italia ad uscire dalla più grave crisi economica dal dopoguerra ad oggi: è la sfida ambiziosa lanciata dal Ministro per il Sud e la coesione sociale, Giuseppe Provenzano, alle migliaia di competenze meridionali oggi presenti e radicate in tutto il mondo.

In realtà si tratta di una sfida per l’Italia.   Il nostro Paese, infatti, nonostante possa contare su una collettività all’estero che non sembra abbia uguali nel mondo, per quantità e qualità della presenza, non ha mai saputo (o voluto?) valorizzare questo patrimonio ai fini della crescita e dello sviluppo di un’economia ormai in difficoltà cronica e strutturale.

Le stime più accreditate ci dicono che, soltanto negli ultimi quindici anni, dal nostro Mezzogiorno sarebbero emigrati all’estero oltre 600 mila giovani, dei quali 240 mila in possesso di una laurea.  Un trend in uscita dal Paese comparabile soltanto con l’ultima grande ondata migratoria del secolo scorso, quella della fine degli anni ’50.   Una perdita netta di competenze ed esperienze, innanzitutto per le regioni dell’Italia meridionale, dove i livelli di disoccupazione giovanile rimangono altissimi.   La ricerca di opportunità di studio e lavoro all’estero non è di per sé un male, anzi; una mobilità “virtuosa” potrebbe addirittura venire incentivata e sostenuta dal sistema formativo e della produzione, proprio con la finalità di costruire una “rete” di persone qualificate in grado di arricchire i loro territori di partenza.   Il “vizio” sta in un’Italia che non riesce a dare altrettante opportunità di rientro a questi giovani, come anche ad attrarre con la stessa intensità competenze ed esperienze da Paesi terzi, così come avviene negli altri paesi occidentali.

La recente pandemia, paradossalmente, potrebbe rivelarsi la prima vera e grande possibilità di valorizzazione sistemica e strategica di questo potenziale, ed è per questo che l’iniziativa del Ministro Provenzano va seguita e incoraggiata con convinzione.   Se negli anni ’60 le rimesse degli emigrati, soprattutto del Sud, rappresentarono uno dei fattori-chiave del boom economico, immettendo nella nostra economia risorse indispensabili alla crescita e allo sviluppo, nell’Italia del post-Covid19 le “rimesse di conoscenza” – così come il Ministro Provenzano le ha voluto ribattezzare – potrebbero costituire la versione 4.0 di questo straordinario strumento di ricostruzione socio-economica del Paese.

Come Presidente dell’Associazione di Amicizia Italia-Brasile ho ricevuto dal Ministro l’invito a farmi parte attiva di questo progetto; da meridionale e residente all’estero ho accolto l’appello a “costruire un’alleanza tra chi è al sud e chi è andato via” con entusiasmo, impegnandomi a divulgare l’iniziativa e a individuare “talenti” nel grande paese sudamericano.

In Brasile vive oggi una collettività di oltre trenta milioni di italo-discendenti; si tratta di una delle emigrazioni più antiche, oltre che più numerose, della storia italiana.   Una presenza radicata e ramificata in tutti i settori vitali del gigante continentale, dalla cultura allo sport, dall’economia alla politica.   Anche in Brasile negli ultimi decenni, l’emigrazione italiana è ripresa a crescere in maniera significativa.   Dalle regioni dell’Italia meridionali sono stati migliaia a scegliere questo Paese per ampliare il proprio orizzonte di opportunità: laureati, professionisti, manager, intellettuali.   Un patrimonio particolarmente visibile a San Paolo, la capitale economica del Paese, ma anche nelle altre capitali del sud come a Rio de Janeiro e nel nordest.   Una legione di nuovi immigrati oggi particolarmente attiva nel mondo delle camere di commercio italo-brasiliane come di quello delle grandi aziende italiane presenti in Brasile (TIM, Enel, Fiat, Pirelli…); ma anche una presenza diffusa tra piccole start-up e medie imprese, come nel mondo delle professioni, del volontariato e dell’università.

A queste risorse umane si rivolge oggi, per la prima volta, il governo italiano, con l’intuito di costruire una “piattaforma digitale che consenta di interrogare i ‘talenti’, individualmente o in via istituzionale, da parte di amministrazioni, imprese, cittadini impegnati in progetti di innovazione nel Mezzogiorno, con l’organizzazione di meeting periodici e workshop specifici.”

Un progetto inserito a pieno titolo nel “Piano Sud 2030”, il programma decennale di investimenti del valore di 123 miliardi su infrastrutture e nuove opportunità per i giovani, lanciato dal governo poche settimane prima dello scoppio della pandemia, che oggi si candida a divenire uno degli assi portanti della riorganizzazione del nostro sistema economico, sociale e culturale.   Un programma con vincoli precisi, come quello di destinare il 34% di ogni investimento pubblico al Sud, con priorità per le filiere dell’istruzione, dell’energia e delle infrastrutture.   In questo contesto la “Rete di Talenti” potrebbe “favorire il trasferimento di conoscenze e buone pratiche, sfruttando i vantaggi delle reti telematiche e digitali; la diffusione di una cultura delle politiche di innovazione e della nuova imprenditorialità tecnologica; il sostegno a giovani che vogliono restare o ritornare al Sud per dar vita a start-up o lavorare in hub di ricerca; l’ingresso di ‘talenti’ in partnership imprenditoriali innovative.”

Dopo anni di politiche miopi e prevalentemente assistenziali indirizzate alla grande comunità degli italiani nel mondo, l’approccio del Ministero del Sud potrebbe segnare un punto di svolta, “complice” probabilmente il consigliere politico del Ministro Eugenio Marino, da anni grande esperto e studioso di tutto ciò che si muove nel mondo della vecchia e nuova mobilità degli italiani all’estero.  

Mezzogiorno e italiani nel mondo: due risorse uniche e straordinarie per il rilancio dell’economia italiana nel post-Covid19; anche questa un’alleanza che potrebbe rivelarsi decisiva nell’offrire al Sistema-Italia un mix esplosivo di opportunità e potenzialità mai sfruttate fino in fondo da un Paese che nel passato ha considerato, forse con troppa indulgenza, il Sud e gli emigrati come un capitolo di spesa assistenziale e non un investimento intelligente e decisivo per la crescita e lo sviluppo.

Una sfida ambiziosa e decisiva, quindi, che interpella direttamente i tanti soggetti – istituzionali e non – che a vario titolo hanno responsabilità e impegni nel vastissimo mondo dell’Italia nel mondo.   Un progetto il cui significato va al di là delle intenzioni di chi lo ha coraggiosamente presentato; un’iniziativa che merita quindi tutto il nostro sostegno insieme all’augurio di un successo che oltre ad aiutare l’Italia che verrà potrebbe rimettere in un circuito virtuoso risorse che il Mezzogiorno e quindi tutto il Paese rischierebbero di perdere per sempre.   Un rischio che non possiamo, che non dobbiamo correre.

Talents for the South

The ambitious challenge launched by Giuseppe Provenzano, Italy’s Minister for the South and social cohesion to the thousands of skilled people from the south who today are present and spread around the world.

A “Network of Talents for the South” to help Italy come out of the most serious economic crisis since the post-war period. This is the ambitious challenge launched by Giuseppe Provenzano, Italy’s Minister for the South and social cohesion to the thousands of skilled people from the south who today are present and spread around the world.

In reality this is a challenge for Italy. In fact, despite counting on an overseas collective that seems to have no equal in the world in terms of the number and quality of people, our country has never known (or wanted?) how to take advantage to this patrimony for the purposes of the growth and development of an economy that is now in chronic and structural difficulty.

The most reliable estimates tell us that only over the last fifteen years 600 thousand young people have migrated from our south, of which 240 thousand have university degrees. This trend of departures is comparable only to the last great wave of migration last century, that at the end of the 1950s. This is a nett loss of skills and experience, firstly for the regions of Italy’s south where the levels of youth unemployment remain very high. The search for the opportunity to study and work overseas is not in itself a bad think, indeed, “virtuous” mobility could even be encouraged and supported by the training and productive system for the very purpose of building a “network” of qualified people capable of enriching their territories of departure. The “fault” is in Italy that cannot give as many opportunities to come back from third countries, as happens in other western countries.

Paradoxically, the recent pandemic could reveal itself to be the first true and great possibility to systematically and strategically exploit this potential and for this reason Minister Provenzano’s initiative must be followed and encouraged with conviction. If during the 1960s the remittances of money by migrants, especially from the South, represented a key factor in the economic boom, by bringing into our economy resources indispensable for growth and development, in post-Covid 19 Italy the “remittances of knowledge”, as Minister Provenzano wanted to baptize them, could constitute version 4.0 of this extraordinary tool for socio-economic reconstruction of the Country.   

As President of the “Associazione di Amicizia Italia-Brasile” (Italy-Brazil Friendship Association) the Minister invited me to play an active part in the project. As a man from the south and resident overseas I welcomed the appeal to “build an alliance between who is in the south and who went away” enthusiastically, committing myself to spreading the initiative and to identify “talents” in the great South American country.

Today a collective of more than thirty million people of Italian descent live in Brazil, this is one of the oldest, as well as most numerous, migrations in Italian history. This presence is rooted and spread out in all the vital sectors of the continent’s giant, from culture to sport, from the economy to politics. In recent decades even Italian migration to Brazil has again started to grow significantly. Thousands of people, university graduates, professionals, managers and intellectuals from Italy’s southern regions have chosen this country to widen their horizons of opportunity. This patrimony is especially visible not only in San Paolo, the country’s economic capital, but also in other capitals of the south such as Rio de Janeiro and in the northeast. A legion of new migrants that today is especially active in the world of the Italian-Brazilian chambers of commerce in Brazil, as well as great Italian companies present in Brazil (TIM, Enel, Fiat, Pirelli…) and also a wide presence between small start-ups and medium sized businesses, such as in the world of professionals, volunteer organizations and universities.

Today, for the first time the Italian government has addressed these human resources with the idea of building a “digital platform which allows ‘talents’ to be queried, individually or on an institutional basis, by administrations, companies, citizens committed to projects of innovation in the South with the organization of regular meetings and specific workshops”.

This project is totally included “Piano Sud 2030” (2030 South Plan), a ten year programme of investments worth 123 billion Euros in infrastructure and new opportunities for young people launched by the government a few weeks before the outbreak of the pandemic which today is in the running to becoming one of the cornerstones of the reorganization of our economic, social and cultural system. This is a programme with precise constraints, such as that of directing 34% of public investment to the South, with priority for the chains of education, energy and infrastructure. In this context the “Network of Talents” could favour the “transfer of knowledge and good practice, exploiting the advantages of IT and digital networks, the diffusion of a culture of innovation policies and new technological entrepreneurship, the support of young people who want to stay or return to the South to give life to a start-up or to work in a research hub and the entry of “talents” into innovative entrepreneurial partnerships”.

After years of short-sighted and mainly welfare policies addressed to the great communities of Italians overseas, the Ministry for the South’s approach could signal a turning point, probably aided by the Minister’s political advisor Eugenio Marino, a great expert and student of everything that moves in the world of new and old mobility on Italians overseas.

Italy’s South and Italians overseas, two unique and extraordinary resources to revive Italy’s economy after Covid 19. This alliance could also reveal itself to be decisive in offering the Italy-System an explosive mix of opportunity and potential that was never fully exploited by a country that in the past considered, maybe too indulgently, the South and the migrants as a category of welfare expenses and not as an intelligent and decisive investment for growth and development.

Therefore, this is an ambitious and decisive challenge that directly involves many subjects, institutional and non-institutional, which in various capacities have responsibilities and commitments in the vast reality of Italy around the world. A project whose meaning goes beyond the intentions of those who courageously presented it, a project that therefore deserves all our support, together with the wish for success that, in addition to helping Italy that will come, could put resources into a virtuous circuit that the South and therefore all the country would risk losing forever. A risk that we cannot and must not take.

Fabio Porta, born in Caltagirone, with a degree in Sociology from Rome’s “La Sapienza” University. National Secretary of the Movimento Studenti di Azione Cattolica (Students’ Movement of  Catholic Action) during the 1980s, began to work in the trade union as a researcher and then in Brazil as a collaborator in a project by the Ministry of Foreign Affairs. In 2000 he became president of the Patronato Ital-Uil in Brazil and from 2008 to 2018 as a parliamentarian representing the Overseas Electorate of South America.  A member of the Foreign Affairs Commission and President of the Committee for Italians in the world of the Chamber of Deputies. Currently he has returned as President of Ital-Uil in Brazil; President of the Italy-Brazil Friendship Association: Guarantor of the 11 October, Committee of initiatives for Italians in the world, Vice-President of the ICPE (Institute of the Cooperation with Foreign countries) and of FOCUS Europe.
